Position Overview

We are seeking an experienced Senior Project Manager with a PE license to provide technical engineering oversight for construction materials testing projects from planning through completion for new and existing clients. This role is also responsible for leading, designing and streamlining daily engineering operations, project scopes, budgets and schedules, overseeing technical execution, risk assessments and regulatory compliance, to ensure they align with business objectives set forth by senior management. 

 

The Senior Project Manager is responsible for leading and delivering complex, multidisciplinary projects from initiation through closeout. Operating in a dynamic and technical environment, this role manages all aspects of project planning, execution, and delivery to ensure outcomes align with scope, budget, and timeline, while maintaining compliance with regulatory and quality standards. Working closely with cross-functional teams, clients, and senior leadership, the Senior Project Manager plays a critical role in supporting operational excellence, mentoring junior team members, and contributing to continuous improvement and business development efforts.

Responsibilities

  • Lead the full lifecycle of multiple concurrent projects, from pre-construction/estimation through final closeout, ensuring projects are completed safely, on time, and within budget.
  • Provide senior technical oversight and expertise on complex proposals and budgets. 
  • Develop detailed project plans, including scope, schedule, budget, resource allocation, and risk management strategies.
  • Coordinate and communicate with clients, internal teams, subcontractors, and consultants to align objectives, manage expectations, and ensure project requirements are met.
  • Monitor project progress and performance, tracking milestones, deliverables, and financials to identify variances and implement corrective actions as needed.
  • Examine engineering reports, lot letters and field recommendations produced by field staff. 
  • Generate reports, recommendations and other documentation needed by clients, including engineering and design. 
  • Create, prepare and update project proposals and technical reports. 
  • Provide leadership and guidance to project teams, mentoring junior staff and promoting best practices in project execution and team collaboration.
  • Support business development activities including proposal development, scope definition, and client presentations.
  • Drive continuous improvement by identifying and implementing enhancements to project management processes, tools, and workflows.
  • Work independently and collaboratively within office and field environments, adapting to dynamic project needs. 
  • Travel to project sites as needed to conduct inspections, assessments, and provide engineering support. 
  • Ensure strict adherence to company safety protocols, OSHA regulations, and environmental requirements, promoting a culture of workplace safety and compliance. 
  • Perform other duties as assigned. 

Qualifications

  • Bachelor’s degree in Civil Engineering, Construction Management, Geology or a related field; advanced degree or PMP certification preferred.
  • Professional Engineering (PE) license is required with the ability to obtain additional state licenses as needed. 
  • 7+ years of progressive project management experience, preferably in construction materials or geotechnical engineering.
  • Strong knowledge and familiarity with industry standards and regulations in geotechnical and construction materials testing methods, ASTM standards, AASHTO, DOT, ASCE, OSHA, laboratory testing, soil classifications, and construction oversight. 
  • Demonstrated ability to manage mid-to-large, complex, and high-impact projects in a fast-paced, multi-stakeholder environment.
  • Proficient in project management tools such as Microsoft Office Suite, Teams and additional industry specific software.
  • In-depth knowledge of project planning, budgeting, scheduling, risk assessment, and regulatory compliance.
  • Excellent communication, leadership, and interpersonal skills, with the ability to manage diverse teams and influence stakeholders at all levels.
  • Strong analytical and problem-solving skills, with the ability to make data-driven decisions. 
  • Ability to write technical reports, proposals, business correspondences and/or procedure manuals as needed. 
  • Experience managing project financials, contracts, and vendor relationships.
  • Ability to travel to job sites as needed.
  • Self-directed, highly organized, and capable of managing competing priorities in a timely manner. 

Physical Demands & Work Environment

  • Days and hours for this position are typically Monday-Friday.
  • Some weekend, overtime work and/or overnight work and travel may be required with the Mid-Atlantic region.
  • Regularly exposed to outside weather conditions such as wet and/or humid environments, extreme cold and/or heat, dusty and noisy work environments.
  • Field work on outside construction sites involving long-term standing, sitting and potentially repetitive motions.
  • Typically, this position involves 20% field work, 80% office work, depending on the week/work.
  • Ability to use your senses to see (including close, distant and peripheral vision, depth vision and ability to focus), smell, hear and touch (use your hands to reach, climb or balance, crouch, stoop, crawl, kneel and sit).
  • Ability to regularly lift and/or move/shake up to 40lbs. (soil and/or concrete tests and related apparatus); frequently lift and/or move up to 60lbs. (soil and sand samples, and nuclear density equipment); and occasionally move more than 100lbs. (such as a loaded wheelbarrow of concrete samples).
