The Inspector II/SCDOT Roadway Inspector is responsible for conducting more advanced inspections independently and ensuring compliance with applicable standards and codes. They demonstrate a higher degree of technical competence, have achieved
certifications, and provide support to junior staff.

The Inspector II will conduct on-site inspections, verify quality control and ensure compliance with SCDOT engineering specifications, regulatory standards and project requirements.  The ideal candidate will bring a strong background in SCDOT construction inspections, with working knowledge of construction field layout, plan interpretation, quantity verification, material testing, and engineering computations and required active SCDOT and industry certifications.

In this role, you will be responsible for monitoring construction activities, performing field tests, and documenting observations to ensure that materials and workmanship meet project plans and industry standards.  You will work closely with engineers, contractors, and project managers to help identify and resolve construction issues, promote safety compliance, and support successful project delivery.

• Perform detailed on-site inspections and field tests of soils, aggregates, concrete, asphalt and other materials to ensure compliance with approved DOT engineering plans, specifications, and safety regulations.
• Verify structural components, including soil compaction, foundation construction, concrete placement, asphalt paving, and other key construction elements, ensuring they meet DOT design and engineering standards.
• Compile detailed inspection reports, diagrams, and findings with minimal oversight.
• Maintain comprehensive inspection reports, including daily logs, photographs, test results, field notes, and project documentation per DOT requirements to track progress, site conditions, and any encountered issues.
• Coordinate and communicate effectively with contractors, subcontractors, and field personnel to ensure construction activities align with engineering plans, schedules, and regulatory compliance.
• Participate in project meetings and site walkthroughs, discussing progress, challenges, and compliance-related issues with stakeholders.
• Assist in preparing final project closeout documentation, ensuring all required inspections and quality checks are completed.
• Ensure strict adherence to company safety protocols, OSHA regulations, and environmental requirements, promoting a culture of workplace safety and compliance.
• Perform other duties as assigned.

• High school diploma or equivalent required; an Associate’s or Bachelor’s degree in Civil Engineering or a related field is preferred.
• Minimum 2+ years of construction inspection experience in infrastructure, transportation, geotechnical, or environmental projects (civil engineering degree holders with FE/EIT certification encouraged to apply).
• 2-5 years of SCDOT field and/or inspection experience is required.
• Required Professional Industry Certifications:
  • SCDOT Concrete Field Technician – Level I
  • SCDOT Asphalt Roadway Technician
  • SCDOT Earthwork Technician
  • SCDOT Foundation Technician
  • ACI Concrete Field Technician – Grade I
  • Nuclear Gauge
• Preferred Professional Industry Certifications:
  • SC Erosion Control Inspector
  • SCDOT Pavement Preservations
• Additional applicable industry certifications
• Proficiency in interpreting construction plans, blueprints, and specifications with the ability to analyze and apply engineering principles.
• Ability to accurately perform field and laboratory tests with minimal supervision.
• Excellent working knowledge of construction materials, methods, and quality control procedures to ensure adherence to design and industry standards.
• Familiarity with inspection and reporting software tools.
• Strong analytical, problem-solving, and communication skills, with the ability to interact professionally with engineers, contractors, and stakeholders.
• Ability to work independently and collaboratively in both field and office environments, adapting to changing project demands.
• Valid driver’s license with an acceptable driving record; ability to travel to job sites as needed.
• Flexibility to travel within the designated region as needed to support inspections, compliance efforts, and business operations is a must.

• This position requires travel, approximately up to 60% of the time, in support of business objectives and client engagements.
• Travel may be both scheduled and on short notice, depending on project needs.
• Destinations typically include job sites, field locations, or regional offices, where work may be conducted in outdoor or operational environments.
• Adherence to all company safety protocols and use of PPE is required during travel and on-site work.

• This position primarily works in an outdoor work environment, regularly exposed to varying field
  conditions, including:
  • Sites that may not be accessible by vehicle, requiring travel on foot through wetlands, swamps,
    grasslands, fields, and other uneven or rugged terrain with natural and man-made obstacles such
    as sand, brush, and debris.
  • Moderate to loud noise levels, common in active construction and industrial environments.
  • Exposure to environmental elements including dirt, dust, sun, heat, humidity, and adverse
    weather conditions.
• The physical requirements for this position may include and are not limited to:
  • Ability to lift and/or carry 35 to 75 lbs. up to 75 feet, involving regular repetitive motion.
  • Ability to stand, walk, drive, and operate equipment for extended periods.
  • Frequent use of hands and arms for typing, handling tools, and operating equipment.
  • Ability to bend, twist, reach, stoop, pull, kneel, climb, balance, lift, carry, and push as required for
    fieldwork and inspections.
  • Ability to speak and hear effectively to communicate in noisy environments and with project
    teams.
  • Ability to use your senses to see (including close, distant, and peripheral vison, depth vision, and
    ability to focus) smell, hear, touch (use hands to reach climb or balance, crouch, stoop, crawl,
    kneel and sit).
