 We are seeking a detail-oriented and experienced Construction Engineering Inspector to conduct on-site inspections, verify quality control, and ensure compliance with engineering specifications, regulatory standards, and project requirements. In this role, you will be responsible for monitoring construction activities, performing field tests, and documenting observations to ensure that materials and workmanship meet project plans and industry standards.

The ideal candidate will bring a strong background in construction inspection, with working knowledge of construction field layout, plan interpretation, quantity verification, material testing, and engineering computations. You will work closely with engineers, contractors, and project managers to help identify and resolve construction issues, promote safety compliance, and support successful project delivery.

• Lead, mentor, and manage a team of 5+ professionals, including environmental scientists, engineers, and field technicians.
• Foster a collaborative and supportive work environment, promoting professional development and growth opportunities while providing constructive feedback.
• Delegate tasks effectively, ensuring the team operates efficiently and meets project deadlines.
• Work with UES Management staff to strengthen the department by setting department goals, measuring, and analyzing said goals and developing your staff to accomplish them.
• Recruit new talent by working with the recruiting team and develop said talent by providing mentorship and guidance to UES’ Engineering Interns and other technical staff as a Department Manager. This may include leading team meetings, training exercises, budgeting and financial review efforts, and leading team members in community engagement towards shared goals of increasing revenue and profit.
• Provide client management and oversight of the department’s customer relationships.
• Enhance UES’ offerings by creating “leading edge” efforts using technology, new methodologies, etc.
• Ensure compliance, certification, accreditation and/or licensure with all regulatory and accreditation entities for the scope of services provided by UES’ Environmental Department.
• Coach, lead and assist in the contracting and preparation, as and when qualified to support, for Environmental Investigations, such as asbestos, lead and mold surveys, Phase 1 ESAs, Phase 2s and other appropriate reports as needed for various assigned projects.
• Coach and assist in the preparation of National Environmental Policy Act (NEPA) investigations, permitting, and compliance, such as for Environmental Impact Statements and Environmental Assessments: cultural and biological resources, and Waters of the United States and US Army Corp of Engineers; and other appropriate reports as needed for various assigned projects.
• Conduct and/or lead preparation of groundwater sampling/monitoring investigations independently or in support of UES’ geotechnical and/or materials testing departments.
• Conduct and/or lead abatement monitoring, emissions measurement and disposal monitoring and reporting as needed for various assigned projects.
• Conduct and/or lead preparation of biological, EIS, and other environmental consulting service products for which you are qualified to conduct and/or lead.
• Manage multiple projects concurrently, from initiation to completion, while adhering to budgetary and timeline constraints.
• Stay abreast of environmental regulations, guidelines, and standards, ensuring compliance with local, state, and federal requirements.
• Address regulatory inquiries and concerns promptly, maintaining open communication channels to mitigate compliance risks.
• Serve as the primary point of contact for clients, addressing inquiries, providing updates, and managing expectations throughout the project lifecycle.
• Cultivate strong client relationships, anticipating their needs and delivering solutions that align with their objectives.
• Collaborate with business development teams to identify new opportunities for client engagement and project expansion.

• Minimum of a bachelor’s degree in environmental engineering, environmental science, geology, or related field.
• Minimum of 10 years of relevant experience in environmental consulting with a focus on due diligence, site assessments, NEPA, and remediation projects. 
• Minimum of 5 years of experience in team management and leadership roles.  
• Minimum of 5 years of experience working on NEPA projects.
• Ability to work collaboratively and professionally with a team in a fast-paced and creative environment, as well as the ability to work independently or in remote locations.
• Ability to independently interface with clients and regulatory agencies professionally towards accomplishing project objectives while complying with associated laws, regulations, and agency policies.
• Strong project management skills, including budgeting, scheduling, and resource allocation.
• Demonstrated ability to build and maintain client relationships, with a track record of successful project delivery and client satisfaction
• Working knowledge of 2021 ASTM International standard practice for the performance of Phase I ESAs, including conducting thorough site reconnaissance, agency file reviews, historical analysis, and database reviews to identify environmental conditions.
• Experience conducting Phase II Site Investigations and long-term monitoring or remediation projects, including the preparation of appropriate investigation design and work plans, overseeing drilling contractors, collecting soil, groundwater, and vapor samples under proper chain of custody, reviewing and interpreting laboratory analytical data, and preparing associated reports and recommendations.

Preferred Qualifications:

• Current 40-Hour HAZWOPER Certification.
• Lead and asbestos survey/testing experience.
• Experience with PARCEL software.

• Travel regionally as needed for client meetings, site visits, and other support.
• Work out-of-town for varying amounts of time (over-night trips typically).
• Wear personal protective equipment
• Perform duties outside of normal working hours, as necessary
